Keeping Solar Accessible in Rhode Island. Here Is Why We Spoke Up

At Newport Solar our work does not end when the panels are installed. We care deeply about clean energy in Rhode Island and that means staying active in conversations that shape how families access solar. Earlier this year we submitted comments to the Rhode Island Office of Energy Resources, the Distributed Generation Board, and the Public Utilities Commission because we believe in protecting fair incentives for homeowners.

The state has proposed lowering the incentive rate for small residential projects within the Renewable Energy Growth Program also known as the REG Program. This incentive is one of the ways homeowners make solar financially possible. Reducing it could slow adoption and make solar harder to afford. We asked the state to keep the originally proposed 2026 REG rate in place.


What Is the REG Program


The REG Program pays homeowners for the clean energy their solar system produces for a fixed 20-year term. When you enroll you lock in a stable rate for the life of the agreement. It creates long term value and helps offset system cost. Participation grows when rates are strong and drops when rates decrease which is why the proposed change matters.


What About the REF Grant


Rhode Island also offers the Renewable Energy Fund known as the REF Grant. Instead of long term payments the REF provides an upfront incentive through RI Commerce. To qualify the system must meet a minimum annual production threshold. Some homeowners choose REG for monthly stability and others choose REF for an upfront boost. Both programs help Rhode Islanders access clean reliable energy.

If the incentive rate is reduced fewer homeowners may participate. We believe that programs designed to help Rhode Islanders go solar should continue to do exactly that.

Protecting this rate means more homes with panels on the roof more local clean energy and more long term financial benefit for Rhode Islanders.
